Emergency Response Plan Procedure

EMERGENCY RESPONSE PLAN PROCEDURE

1          PURPOSE:

Purpose of this procedure is to depict the details/methodology to ensure the save evacuation of the personnel in case an emergency is raised.

2          SCOPE:

The procedure is applicable to the entire Steel Mill Plant

3          RESPONSIBILITIES:

Following are the main responsible during emergency.
·         Production (Prod.)In-charge
·         Area In-charge
·         HSE In-charge
·         Admin In-charge
·         Security In-charge
·         Professional Fire Fighters
·         Trained Fire Fighters
·         Doctor
·         First Aiders

4          PROCEDURE:

The plant & all facilities will be evacuated when any of the following occur:
·        The Hooter sounds.
·        On Call of HSE/Area/Prod. In-charge.
Once the Hooter sounds or an evacuation has been ordered the Emergency Response Team (ERT) will immediately initiate the Evacuation.
In case of observation of fire, Incident, short circuit or any emergency observer should immediately call at 363 (Fire Fighters)/ 333 (Dispensary)/ 315/322 (HSE)/ 335 (Electrical Shift room)/ 345 (CCR for prod. In-charge)/ 323 (Admin).
The Area/Prod./HSE/Admin In-charge on the reception of call will bell the emergency alarm and declare the evacuation.
The HSE In-charge will take the charge on Emergency Alarm and will follow the Evacuation Plan as follows:
·         All the Area In-charge will immediately evacuate their areas and will lead their teams to nearest assembly point
·         HSE In-charge will facilitate the area leader for safe plant evacuation.
·         HSE In-charge will coordinate with the area owners, prod. In-charge and time office to take the attendance of all the employees evacuated and the employees registered on the attendance machine that day.
·         In-case the head count does not match with the attendance the HSE & Area team will take a round and will try to evacuate any one stuck inside the plant.
·         All the area owners will ensure to push the emergency shut off button of all machines if safely possible.
·         The Prod./Elect./Utilities in-charge will ensure to shut down the main supply of Material, Power Supply and Utilities.
·         Once evacuation round by HSE & Area team is completed HSE in-charge declares the plant clearance and evacuation completed.
·         In case of expected human injuries Area/Shift/HSE in-charge shall send injured person to the PCL dispensary first if dispensary in-charge recommends for hospitalization the Admin in-charge will coordinate with the nearby hospital for arranging the emergency facilities to handle the patients.
·         Admin in-charge will arrange for the Ambulance service.
·         First Aiders will handle all the injuries on priority basis and will escort the patients to the ambulance.
·         Admin in-charge will escort the patients with ambulance to the hospital and will coordinate with the hospital management for the emergency care and will coordinate with Head of Department for the update of injuries and condition of patients.
·         Admin will arrange for the transportation and safe plant exit of all employees to reach their homes.

Note: The Plant should be evacuated within 3-5 minutes.

4.1      EMERGENCY EXIT & ASSEMBLY POINTS:


Designated Emergency Exits are as follows:

i)                   Admin Building – West Door (adjacent to QC Depart)
ii)                Kiln – East Stairs (adjacent to Instrument Shift Room)
iii)              Raw Mill – South Stairs
Designated Assembly points are as follows:
·         Assembly Point # 01 (Adjacent to Admin Block).
·         Assembly Point # 02 (Adjacent to Electrical Work shop). 

4.2       MEDICAL SERVICE:

·         Immediate First Aid will be provided to all the injured persons by trained first aiders in dispensary.
·         Meanwhile admin in-charge will make the arrangements for patients to escort them to the nearby hospital.
·         Admin in-charge will arrange for the Ambulance service.
·         Admin in-charge will escort the patients with ambulance to the hospital and will coordinate with the hospital management for the emergency care and will coordinate with Head of Department for the update of injuries and condition of patients.

4.3       THINGS NOT TO DO:

·         Do not shout or run. This tends to cause panic.
·         Never go back into a burning/incident area or building without HSE in-charge permission for any reason.
·         Do not secure open fire/smoke check door open as they limit the spread of fire/smoke when in closed position.
·         Do not crowd the fire accident site as it may hamper firefighting and rescue operations.
·         Do not ever hesitate to call the Fire Service in times of emergency however minor that may be.
